Most of the perennial surface water in the San Pedro River and its tributaries flows across protected lands. But the majority of the watershed remains unprotected, which leaves the groundwater vulnerable to pumping and thus threatens surface water flows. The Arizona State Land Department manages the largest share of those unprotected lands.
